What is a 'PQQ' in the Tender Process?

When a 'buyer' is in the market for a provider of a particular good or service, they have to examine potential suppliers through a bidding process, or a 'tender'. Now, if you're here as a company owner or employee looking for bid writing advice and support, you've not doubt heard of a 'tender' by now.


The first step in the tendering process, however, is usually a Pre-Qualification Questionnaire (PQQ), or, as it's now often described, a Selection Questionnaire (SQ). This usually occurs before a Request for Tender goes out.


What does the acronym PQQ stand for? What is included in the PQQ process?


As noted, 'PQQ' stands for Pre-Qualification Questionnaire. This is an evaluation tool used by buyers to assess potential suppliers for a given contract. Although the PQQ has been replaced by the 'Selection Questionnaire' (SQ), the two terms are still often used interchangeably by both buyers and suppliers. Therefore, for the purpose of this blog post, I will continue to use the term 'PQQs', but this encompasses both PQQs and SQs.


Now, at the start of the tendering process, the PQQ (pre-qualification questionnaire) is completed before an invitation to tender is issued. This acts as a 'sieving' mechanism to eliminate companies from the bidding procedure that are not qualified to progress to the next stage. This is helpful to the buyer, in that it means they don't need to sift through large bid documents that don't meet the basic criteria; and it's useful to the companies looking to bid, as it means they may avoid wasting their time and resources (if they don't meet the necessary criteria).


Once you've achieved a successful outcome in the PQQ phase, you will be asked to move on to the tender stage.


In the last few years, many buyers are now requesting that the PQQ and ITT are submitted jointly (and then evaluated jointly). This makes it more imperative to assess your eligibility closely, because if you don't make the cut in the PQQ stage, all the effort you put in for the ITT phase will have been for nothing!


What is the Purpose of a Pre-Qualification Questionnaire?

The purpose of a pre-qualification questionnaire (PPQ) is to evaluate a company's existing activities and to assess their suitability to fulfil a contract. This document serves as a means to assess financial stability, if the supplier can meet the buyer's needs, and whether the supplier has the necessary qualifications and capabilities to complete the job.


It is essentially the first step in the vetting process.


What is usually in a PQQ?


A pre-qualification questionnaire (PQQ) usually consists of a set of objective questions and requires basic company information and financial details.


It is generally considered a "tick box" exercise.


Along with these, there might be a few questions asking for case studies that are relevant to the contract being bid for.

How to Approach the PQQ


  • To obtain the necessary PQQ documentation, it is likely that you must register your interest via an online portal to access the tender documents

  • Before beginning the application, be sure to go through the PQQ/tender documents to ensure that you can fulfil the contract and meet the minimum requirements. Ask yourself, will this contract benefit my company?

  • Create a checklist of the requested certificates, policies, procedures and references.

  • Break down the PQQ and fill out the corresponding sections

  • Review the documentation and materials that go along with it (ensure you have a second and third pair of eyes review it too!)

  • Have somebody outside of the process or in your company check the application to make sure it is compliant (we're strict at Bid Writing Network - we triple check everything)

  • Submit the completed PQQ by given date and time and in the correct format

  • If you meet the minimal requirements, have properly filled out the forms, submitted all of the required documents, and crafted high-quality responses, you may receive an invitation to tender.

By following the steps mentioned, you are likely to submit the proper paperwork and related materials at the right time and to the right people. Moreover, you will have the opportunity to take away some valuable lessons that will improve your course of action the next time.
